Three Putt

A side bet in our group is a "3 putt" rule. After landing on the green anyone who three putts loses a predetermined amount of coin. Now this game is in question because of the following scenario.

One putts his/her first putt off the green to the fringe and misses the next shot and taps in. The number of strokes is 3 after landing on green but the number of putts is two.

A refusal to pay because of the defenition of a three putt is in question. What is fair?
